体育特色小镇建设与新型城镇化耦合发展的测度及应用研究

Measurement and Application of Coupled Development of Sports Characteristic Town Construction and New Urbanization

新时代提升体育特色小镇建设与新型城镇化的耦合协调发展水平,对推动城乡融合具有重要作用。研究基于体育特色小镇建设与新型城镇化的耦合逻辑关系,从空间、生态、功能、人文4个维度构建耦合测度体系,并运用结构熵权、耦合度、耦合协调度等模型方法,实证测度体育特色小镇与新型城镇化的耦合协调水平。结果显示,潍坊运动休闲小镇与潍坊新型城镇化之间呈现拮抗耦合状态,并处于高度协同发展阶段,受国家政策导向、地方政府作为、居民生活需求、产业结构变动等影响,二者耦合协调值不断增加,但潍坊国际运动休闲小镇发展水平滞后于潍坊市城镇化发展水平。进一步提出耦合协调发展建议:完善顶层设计,推动空间融合协调;强化政府主导,夯实融合基础条件;落实以人为本,满足生产生活需求;重视小镇引领,促进新型城镇建设。

In the new era, the construction of sports characteristic towns and new urbanization plays an important role in promoting the urban-rural integration. Based on the coupling logic relationship between the construction of sports characteristic towns and new urbanization, the coupling measurement system is constructed from the four dimensions of space, ecology, function and humanity, and the model and coordination level of sports characteristic towns and the coupling coordination degree of sports characteristic towns and new urbanization is used. The results show that it shows antagonistic coupling state between Weifang sports leisure town and Weifang new urbanization, and the two is in a stage of highly coordinated development;although under the influence of national policy guidance, local government, resident living demand and industrial structure changes, the coupling coordination value is increasing, Weifang international sports leisure town development level lags behind its urbanization development level. Suggestions on the coupling and coordinated development are put forward: improve the top-level design, promote the spatial integration and coordination;strengthen the government leadership, consolidate the basic conditions of integration;implement the people-oriented, meet the production and living needs;attach importance to the town leading, and promote the construction of new towns.
