摘要
发展低碳公交系统、构建公交竞争优势是实现城市交通减碳的核心要义。文章首先从“双碳”目标下公交系统面临的问题与挑战着手,剖析了系统运力投入与客流效益产出不对等、公交服务水平与实际需求差距大、技术手段受限智慧化水平不足等问题,提出未来公交系统的战略定位是作为城市交通碳中和主力,核心任务是在城市交通体系中建立竞争优势。然后以战略定位和核心任务为导向,围绕能源、设施、运行、服务四要素,提出基于“四网融合”的新能源公交系统构建框架,即基于V2G技术的能源互联网、场-站-路一体化智慧设施网、基于车路协同的运行控制网和以MaaS系统为核心的出行服务网,并对各个子系统构建思路和建设方向进行了探讨。最后,从车辆电气化、基础设施智慧化、运营模式创新、行业政策引导和碳激励碳交易机制建设等五个方面提出了实施路径和政策建议。
The ground bus system undertakes the important task of achieving carbon neutrality and peaking carbon dioxide emissions in the field of urban transportation,and is the core of the construction of low-carbon transportation system.This paper starts from the public transport system issue of carbon Dioxide emission,analyzes the problems such as system capacity input and the passenger flow benefit output unequal,the large gap between the public transport service level and the actual demand,and the technology limitation of insufficient intelligence level.It is proposed that the future public transportation system is the main force of urban transportation carbon neutrality,and the core task is to establish a competitive advantage in the urban transportation system.Then,guided by strategic and core tasks,based on the energy,facilities,operation,and service four elements,a new energy bus system construction framework is proposed.The framework includes four subsystems such as V2G technology-based energy Internet,the intelligent facility network of field-station-road integration,operation control network based on intelligent vehicle infrastructure cooperative system,and travel service network centered on the MaaS system.And discussed the construction ideas and directions of each subsystem.Finally,the implementation path and policy recommendations are proposed from five aspects:vehicle electrification,infrastructure intelligence,operation mode innovation,industry policy guidance and emission trade incentive mechanism construction.
