关于提升上海五个新城道路养护运行管理水平的若干思考

Some Thoughts on Improving the Traffic Operation and Management Level of Five New Towns in Shanghai

新城发力是上海构建“十四五”城市空间新格局的重大决策,五个新城不再是卫星城和郊区新城的定位,而是形成功能完备、自给自足的独立城市功能,新定位对道路养护运行管理提出更大挑战。文章系统分析了新城道路养护运行管理发展现状和瓶颈问题,研判了新发展要求下的道路养护和道路运行新趋势,从设施网络完善、精细化管理、服务品质提升、通行环境优化、路权资源分配、要素资源协调、安全韧性强化、智慧深度赋能、示范样板打造等九个方面,对提升道路养护运行管理水平提出了几点思考。

Strengthening new city is a major decision for Shanghai to build new spatial pattern in the 14th Five-Year Plan,the five new towns are no longer the position of satellite cities and suburban new cities,but forming independent urban functions with complete functions and self-sufficiency.This article systematically analyzed the current situation and bottleneck problems of road maintenance and road operation.Under the new development requirements,this article put forward several thoughts on the road maintenance and the road operation in terms of perfecting facility network,refining management,servicing quality improvement,optimizing traffic environment,allocating right of way resources,coordinating element resources,enhancing security resilience,deep empowering wisdom,and creating sample model.
