广东省排污权交易制度探析与展望

Analysis and prospect of emission trading system in Guangdong Province

为了更好地发挥市场化机制作用,排污权交易制度应适时根据环境管理形势与交易空间变化进一步完善。研究评估了广东省排污权交易进展和成效,分析了单一的政府出让方式不足、交易空间不够、与其他环境管理制度衔接不畅等问题。建议下一阶段应建立由省政府统一领导的部门联动机制、衔接排污许可制完善制度设计、以监管执法为重点加强能力建设,保障排污交易工作的顺利开展。

In order to better play the role of market mechanism,the emission trading system should be further improved according to the environmental management situation and the change of trading space.The study evaluated the progress and effectiveness of emission trading in Guangdong province,and analyzed the problems such as the shortage of single way of government transfer,insufficient trading space,poor connection with other environmental management systems and so on.To ensure the smooth implementation of emission trading,it was suggested that in the next stage,departmental linkage mechanism under the unified leadership of the provincial government should be established,the system connected with emission permit system should be designed,the capacity with the emphasis on supervision and law enforcement should be built.
