论现代国家海难空难中人命搜救体系建设

On the Construction of Search and Rescue System in Marine or Air Disaster in Modern Countries

海难空难中人命搜救体系建设是现代国家公共安全保障能力和应急管理能力建设的重要组成部分。根据海上人命搜救工作实践及对世界重大海难空难救助案例的总结分析,从搜救应急机制、搜救力量、搜救支持、搜救协调员队伍、国际搜救合作、搜救协调策略六个方面,论述现代国家如何加强海上搜救体系建设,以期提高人们对海难空难中人命救助的认识,为人命搜救事业发展提出建议,同时为国际关系相关问题的研究及有关外交工作提供有益的搜救专业参考。

The development of human life search and rescue(SAR) system in marine or air disaster is a constituent part of the capability building of national public security and emergency management. The paper studies the approaches to strengthen the development of national maritime search and rescue system from the aspects of emergency mechanisms, SAR forces, SAR supports and bases, teams of SAR coordinators, international SAR cooperation, rescue coordination strategy, etc., on the basis of human life rescue practice as well as the summary of typical SAR cases of major marine or air disaster around the world. It is expected to raise people’s awareness in human life rescue and put forward proposals for the development of the SAR undertakings. This paper is also intended to provide reference for the research of relevant international relations and diplomatic affairs in the domain of search and rescue.
