摘要
近年来,黑龙江航运业正迎来发展良机。然而,由于原有船员基本满足航运需求、船员整体待遇不高等原因,黑龙江船员存在结构失衡、整体素质较低等问题,严重制约着航运经济发展。黑龙江航运业要实现复兴,必须打好船员管理“组合拳”,通过拓宽船员培养渠道、优化培养模式、提高船员待遇等措施,打造高素质船员队伍。
In recent years, Heilongjiang shipping industry is ushered in development opportunities. However, due to the reasons that the existing seafarers basically meet the demand of the shipping industry and the overall payment for seafarers is not high enough, the problems of unbalanced structure and low overall quality of seafarers in Heilongjiang Province has seriously restricted the development of shipping economy. In order to realize the revival of the shipping industry in Heilongjiang province, it is necessary to take integrative measures of seafarers management and develop high-quality seafarer resources through broadening the training channels, optimizing the training mode and improving the payment for seafarers.
