分级诊疗视角下成都市基层卫生资源配置效率分析

Analysis on the Allocation Efficiency of Primary Health Resources in Chengdu from the Perspective of Hierarchical Diagnosis and Treatment

目的通过对成都市2019年基层卫生资源配置效率进行分析,为进一步合理配置卫生资源,推进分级诊疗制度提供决策参考。方法运用数据包络分析法(DEA),采用产出导向的可变规模收益模型。结果2019年DEA有效的有11个区(市)县,占50%,其中远郊区县资源配置最优;12个区(市)县规模报酬递增,合理增加投入将增大产出;3个区(市)县规模报酬递减,投入未得到充分利用。结论成都市基层卫生资源配置效率有待提升,在加大基层卫生资源投入的同时应提升质量、盘活存量;应通盘考虑不同区域资源配置效率差异,分区域合理优化资源配置结构,进一步推进分级诊疗。

Objective To analyze the allocation efficiency of primary health resources in Chengdu,so as to provide decision-making reference for further optimizing the allocation of primary health resources and promoting the hierarchical diagnosis and treatment system.Methods Data Envelopment Analysis(DEA)was used to analyze the allocation efficiency of primary health resources in Chengdu.The output oriented VRS model was used in the DEA model.Results In 2019,the DEA was effective in 11 districts and counties,accounting for 50% of the total,of which the resource allocation of suburban districts and counties are the best.12 districts and counties have increasing returns to scale,and a reasonable increase in input will increase output;3 districts and counties have decreasing returns to scale,and inputs are not fully utilized.Conclusion The allocation efficiency of primary health resources in Chengdu needs to be improved.While further increasing the investment in community health institutions,we should also improve quality and revitalize stocks.Take into account the differences in the efficiency of resource allocation in different regions,we should rationally optimize the structure of resource allocation by region,and further promote hierarchical diagnosis and treatment.
