摘要
随着信息技术日新月异、数字化转型稳步推进和知识经济快速发展,民意表达和政府回应过程中嵌入了大量知识性要素。公共部门知识管理是促进民意表达与政府回应相融耦合的重要路径,是发展全过程人民民主与实现政府治理现代化的共同要求。为此,要建立健全公共部门知识管理体系、完善公共领域知识共享和知识创新的激励机制;探索对公众进行“知识赋能”的路径和方式,不断激发公共领域多元主体知识合作生产活力;通过制度建设增强政府回应能力,实现民意表达和政府回应柔性对接;充分发挥民意表达在政策生产和政府治理中的促进功能,为国家治理生态营造提供强大内生动力。
With the rapid development of information technology,the steady progress of digital transformation,and the rapid development of knowledge economy,a large number of knowledge elements have been embedded in the process of public opinion expression and government response.This paper argues that public sector knowledge management is the basic path to promote the integration and coupling of public opinion expression and government response,and is the common requirement for the development of wholeprocess people's democracy and the modernization of government governance.Therefore,we should establish and improve the public sector knowledge management system,and improve the incentive mechanism for knowledge sharing and knowledge innovation in the public domain;explore the path and way of"knowledge empowerment"for the publicand constantly stimulate the vitality of knowledge cooperation among multiple subjects in the public domain;eliminate through the system constructionthe value tension and practice conflict between the twoand realize the flexible connection between public opinion expression and government response with the support of strengthening the government's response capability;and give full play to the promotion function of public opinion expression in policy production and government governanceand provide strong endogenous power for the construction of national governance ecology.
