南四湖水生态环境综合整治提升探讨

Discussion on Comprehensive Improvement of Water Ecological Environment in Nansihu Lake

徐州市地处南水北调东线工程中段,苏、鲁、豫、皖四省交界,担负着南水北调调水和输水的重大任务。南四湖作为南水北调东线调水工程的四大调蓄湖泊之一,是南水北调东线工程输水干线和重要调蓄枢纽,也是影响东线调水水质的关键地区,其水环境及水生态对南水北调水质有着重要影响。因微山湖省际边界地区管辖范围上存在争议、管理主体分散、权责交叉不明、生态治理协同联动不足、生态补偿机制不健全等问题,故流域水生态环境污染现象始终存在。因此,针对工业污染、面源污染、船舶污染、水生态退化等问题,提出相关治理建议。

Xuzhou is located in the middle of the eastern route of the South–North Water Transfer Project River,at the junction of Jiangsu,Shandong,Henan and Anhui provinces,and is responsible for South–North Water Transfer Project water diversion and transmission.Nansi Lake,as one of the four major South–North Water Transfer Project Lakes in the eastern route of the South–North Water Transfer Project diversion project,is a key area affecting the water quality of the eastern route,the water environment and aquatic ecology of the South–North Water Transfer Project have important impacts on the water quality.In Nansi Lake,there are disputes over the jurisdiction of the inter-provincial boundary areas,the main body of management is scattered,the power and responsibility are unclear,the coordination of ecological governance is insufficient,and the ecological compensation mechanism is not perfect,water ecological environment pollution always exists in river basin.In view of the industrial pollution,non-point source pollution,ship pollution,water ecological degradation and other problems,the paper puts forward the related treatment suggestions.
