基于DEA-Malmquist指数的永泰县乡村扶贫效率测算

Estimation of Rural Poverty Alleviation Efficiency in Yongtai County Based on DEA-Malmquist Index

结合“两不愁,三保障”贫困人口脱贫的基本要求和核心目标,采用DEA-Malmquist指数模型分析永泰县扶贫效率时空差异及其扶贫模式。研究结果表明:永泰县全要素生产率指数和技术进步变动指数年际变化幅度较大,技术效率变动指数年际波动幅度最小。永泰县的旅游扶贫、农业扶贫、教育扶贫等多种扶贫模式所产生的叠加效应,使得全县扶贫效率呈现明显的空间分异,岭路乡、嵩口镇、盖洋乡、洑口乡、红星乡、同安镇和清凉镇等7个乡镇最早提升扶贫效率;梧桐镇、长庆镇、赤锡乡、白云乡、霞拔乡、大洋镇和塘前乡等7个乡镇扶贫效率历年提升最快;盘谷乡、城峰镇、富泉乡、东洋乡、丹云乡和葛岭镇等6个乡镇扶贫效率最迟提升。研究结果可为东部地区乡村探索特色乡村振兴模式和经验提供一定参考。

This study adopted the DEA-Malmquist index model and ArcGIS visualization tools to analyze the temporal and spatial differences in poverty alleviation efficiency and the driving mechanism in Yongtai County.The results show that,the TFP index and TC index have large inter-annual fluctuations,while the EC index has the smallest inter-annual fluctuations.The superimposed effect produced by various poverty alleviation modes such as tourism poverty alleviation,agricultural poverty alleviation,education and financial poverty alleviation in Yongtai County has made the poverty alleviation efficiency of the county show an obvious spatial difference.Linglu village,Gaiyang village,Songkou town,Dayang town,Hongxing village,Tong an town,Hukou village and Qingliang village are the towns in Yongtai County that the poverty alleviation efficiency has been improved first;Wutong town,Changqing town,Chixi village,Baiyun village,Xiaba village,Dayang town and Tangqian village are the towns that the poverty alleviation efficiency has been improved the fastest,while Pangu village,Geling town,Chengfeng town,Danyun village,Fuquan village and Dongyang village are the towns that the poverty alleviation efficiency has been improved the latest.Technical efficiency and technological progress are important factors for promoting the improvement of the efficiency of rural poverty alleviation in Yongtai County.
