论河长制实施中公众参与的问题与完善对策

Discussion On the Problems and Countermeasures of Public Participation in the Lmplementation of the River Chief System

河长制的良好运行离不开公众有效参与。公众参与对于河长制实施具有重要意义。以文献综述和现场调研为方法进行研究发现,从河长制实施现状来看,尽管目前有一些地方制度创新,但总体看仍然存在公众参与动力不足,参与方式单一,缺少政府有效回应的问题。究其原因在于政府理念滞后,河长制信息公开机制不健全,公众环保意识有待提高,公众参与激励机制不健全,河长制考核机制不健全,缺少专门公众参与法律制度保障。改进对策是政府转变理念,健全河长制信息公开机制,培育公众环保理念和参与意识,建立激励机制和监督机制,完善考核机制,健全专门的河长制公众参与法律制度。

The good operation of the river chief system is inseparable from the effective participation of the public.Public participation is of great significance to the implementation of river chief system.Based on literature review and field investigation,it is found that from the implementation status of river chief system,although there are some local system innovations at present,there are still problems such as lack of public participation motivation,single participation mode and lack of effective response from the government.The reasons are that the government concept is lagging behind,the river chief system information disclosure mechanism is not perfect,the public awareness of environmental protection needs to be improved,the public participationincentive mechanism is not perfect,the river chief system assessment mechanism is not perfect,the lack of special public participation legal system guarantee.The improvement measure are to change the government^concept,improve the information disclosure mechanism of river chief system,cultivate the public's awareness of environmental protection and participation,establish the incentive mechanism and supervision mechanism,perfect the assessment mechanism,and perfect the special legal system of public participation of river chief system.
