新发展格局:从经济领域到非经济领域——加速启动“五位一体”新发展格局的构建

New Development Patterns:From the Economic Field to the Non-economic Field

根据习近平新时代中国特色社会主义思想的伟大创造和伟大实践,基于“三新”理论整体上的逻辑自洽和“全面”高质量发展的内涵一致,基于统筹“两个大局”的大背景,本文提出将新发展格局从经济领域拓展至非经济领域,构建“五位一体”新发展格局。坚持“五大”整体理念和按照“五大”总体要求,本文分别探讨了构建“五位一体”新发展格局的重点任务和实施路径。其中,经济发展新格局包括“三个高水平打造”:打造高水平国内循环、高水平对外开放、高水平自立自强;政治文明新格局包括“四个优势发挥”:发挥党的全面领导优势、社会主义制度优势、全过程人民民主优势、新型举国体制优势;文化发展新格局包括“五个融合”:促进文化与社会、文化与经济、文化与科技、文化与时代、文化与政治融合;社会发展新格局包括“三个强化三个建设”:强化人口发展、教育发展、健康发展,建设安全社会、公平社会、幸福社会;生态文明新格局包括“三个共同体构建”:构建自然生命共同体、人与自然生命共同体、人类命运共同体。“五位一体”新发展格局的提出和构建,将极大丰富新时代新发展格局的理论内涵和实践应用。

Under the background of implementing the national rejuvenation strategy within a wider context of the once-in-a-century changes taking place in the world,this paper proposes to expand the new development pattern from economic to non-economic field to create a“five-sphere”new development pattern according to the great creation and practice of Xi Jinping Thought on Socialism with Chinese Characteristic for a New Era.The“five-sphere”new development pattern maintains the consistency of the logic of the“three new”theory(i.e.,new development stage,new development philosophy,and new development pattern)as well as the intent of“comprehensive”high-quality development.Adhering to the political view,overall situation view,systematic view,global view,and future view,a new path of development is explored in accordance with the overall requirements of high-quality supply and demand,high-intensity power support,high-level safety guarantee,high-level opening-up,and high-quality life.This study discusses the key tasks and paths of practice,including“three high-level creations,”“four advantages to play,”“five fusions,”“three enhancements and three constructions,”and“building of three communities.”Specifically,the new pattern of economic development is characterized by a high level of domestic economic flows,opening-up,self-reliance,and self-strengthening,finally achieving a“double high”mode that unifies high-quality development and high-speed growth.The high-level domestic economic cycle is created by promoting the flow of production factors;the dynamic matching of supply and demand;the cycle of production,distribution,circulation,and consumption;and the cycle between the real and virtual economy in various industries,between urban and rural,between the East and West,and between the North and South.The high-standard opening-up is constructed by the transformation of opening-up from node enterprises to main enterprises,from being based on the flow of goods and factors to being based on rules and institutions,from unbalanced to balanced,and from economic to non-economic.High-level self-reliance and self-strengthening are realized by following the law of scientific discovery,regional agglomeration of innovation and transformation of scientific research achievements,and implementing a scientific and technological innovation system.The core of the new pattern of political civilization is to give full play to the advantages of the overall leadership of the CPC,the socialist system,the whole-process people’s democracy,and the new system,concentrating nationwide effort and resources on key national undertakings.Therefore,China will provide a new path for human development.The new pattern of cultural development fundamentally lies in strengthening cultural confidence and advocating fine traditional Chinese culture,revolutionary culture,advanced socialist culture,and contemporary Chinese culture.The integration of culture with society,economy,technology,times,and politics requires the following approaches:practicing the great virtue system,creating humanistic values,reshaping cultural advantages,cultivating cultural self-confidence,and leading the world’s advanced culture.The new pattern of social development requires achieving new breakthroughs in social construction;strengthening the development of population,education,and health;building a safe,fair,and happy society;and promoting an all-round development of people and society progress.The new pattern of eco-civilization emphasizes harmony between man and nature as well as observance of the laws of nature to achieve modernization in which man and nature coexist in harmony by fostering a community of natural life,a community of life for man and nature,and a global community of shared future.Innovation has always been at the core of the“five-sphere”new development pattern,and digital intelligence technology has been integrated throughout the process.Combined with the long-range objectives to be achieved by 2035,we propose that government should accelerate the construction of the“five-sphere”new development pattern and strive to shape it during the“14 th Five-Year Plan”period(2021-2025),finalize it during the“15 th Five-Year Plan”period(2026-2030),and successfully develop it during the“16 th Five-Year Plan”period(2031-2035).
