摘要
为使采购人把握防范采购风险的主动权,该文基于实践经验,建立了适用于代理机构履职考核评价体系,对代理机构主观故意实施的违法行为,采用列入特别关注名单、阶段性暂停合作的方法处理;对代理机构客观故意造成的不当行为,采用扣分制的方法评价,即根据不同的风险等级制定24项考核指标并赋予相应的扣分值,划分三档评价标准。实践表明,采购人对代理机构开展履职考核评价,有助于保障采购活动的规范高效、风险可控,促进代理机构提升专业能力和服务水平,具有一定的推广应用价值。
In order to enable the purchaser to grasp the initiative to prevent procurement risk, based on practical experience, this paper establishes a performance evaluation system suitable for agency. For the illegal acts intentionally carried out by the procuring agency, the method of listing in the special concern list and suspending cooperation for a period shall be adopted. For the improper behavior caused by the procuring agency intentionally,the method of deduction point system is adopted. According to different risk levels, the corresponding deduction value is assigned to 24 assessment indexes, and three evaluation standards are proposed. The practice shows that the assessment and evaluation system of the procuring agency’s duty performance is helpful to ensure the standard and efficient procurement activities, control the risk, promote the professional ability and service level of the procuring agency, and has a certain popularization and application value.
