美国劳伦斯伯克利国家实验室安全管理模式及启示

Safety management system and implications of Lawrence Berkeley National Laboratory

为完善我国国家实验室安全管理体系建设,该文详细介绍了美国劳伦斯伯克利国家实验室在综合安全管理体系(ISMS)理念指导下,在环境、健康与安全(EHS)部门领导下建立的先进安全管理体系,具体包括ISMS核心职能与工作流程,以及EHS部门人员构成,在实验室安全管理计划下制定的具体安全规章制度、工作计划与控制、事件审查及报告、教育培训等安全保障措施等。通过学习和借鉴伯克利实验室安全管理工作经验,从树立全方位安全理念、建立全过程安全机制、提高员工安全意识三方面提出我国国家实验室的安全管理体系建设建议。

In order to improve the construction of national laboratory safety management system in China, this paper introduces in detail the advanced safety management system established by Lawrence Berkeley National Laboratory under the guidance of the concept of integrated safety management system( ISMS) and the leadership of the environmental, health and safety( EHS) department, including the core functions and workflow of ISMS, as well as the personnel composition of EHS department, and the specific safety rules and regulations, work plan and control, event review and report, education and training and other safety guarantee measures formulated under the laboratory safety management plan. By learning and drawing on the experience of Berkeley laboratory safety management, this paper puts forward some suggestions for the construction of safety management system of national laboratories in China from 3 aspects: establishing a comprehensive safety concept, establishing a whole process safety mechanism and improving the safety awareness of all employees.
