摘要 将区块链技术应用于警务合成作战指挥有利于提高合成作战指挥效能。但其面临的去中心化技术特点和公安机关中心化领导指挥体制的矛盾、可拓展性差及处理速度慢的技术瓶颈、不完善的监管规章制度等问题阻碍了应用进程。应创建弱中心化的警务合成作战指挥联盟链、基于联盟链构建合成作战指挥平台、利用IPFS解决数据处理问题、制定警务区块链监管规章,以此推进警务合成作战指挥区块链由构想走向实践。 The application of blockchain to police joint-operation command is conducive to improving its effectiveness.But problems such as the contradiction between the characteristics of decentralized technology and the centralized leadership and command system of public security organs,technical bottleneck of poor scalability and slow processing speed and incomplete regulatory rules hinder the process of applying blockchain technology to police joint-operation command.This paper contends that the police department should create a weakly-centralized consortium blockchain,build a police joint-operation command platform based on the consortium blockchain,use IPFS to solve data processing problems and formulate police blockchain application regulations to promote the police joint-operation command blockchain from conception to practice.
