促进广西就业创业的法治营商环境机制研究

Study on the Promotion of Legal Business Environment Mechanism to the Employment and Entrepreneurship in Guangxi

营商环境的优劣直接影响着一个地区的经济发展水平和综合竞争实力。改革开放尤其是新时代以来,广西壮族自治区营商环境明显改善,但相对于国内先进省份还有一定差距。优化就业创业营商环境,既有基础设施配套等方面硬性要求,更要注重行政商事制度合规高效运行,完善知识产权保护机制,更好地发挥对创新创业人才的政策支持、保护和鼓励作用。应从基础设施建设、创新资源配置等具体指标入手,完善创新广西营商环境评价体系;健全立法体制机制,为优化营商环境奠定牢固的法律基石;完善法治政府治理体系,营造依法行政环境;完善部门协同治理机制,推进多元治理协调机制;健全创新劳动者权益保护和工资保障监督工作制度;拓展劳动关系重大问题的动态监控、会商研究、三级预警、联合应对的体系联动机制,推动优化营商环境落到实处。

The quality of the business environment has a direct impact on the level of economic development and the comprehensive competitiveness of a region.Since the reform and opening up,especially since the new era,the business environment in Guangxi has improved significantly,but there still exists a certain gap compared with the advanced provinces and cities in China.To optimize the business environment for employment and entrepreneurship,Guangxi needs to formulate rigid requirements for matched infrastructure,lay more emphasis on the compliant and effi cient operation of administrative and commercial systems,improve the intellectual property protection mechanism,and better support,protect,and encourage innovative and entrepreneurial talents with policies.Guangxi should improve and innovate its business environment evaluation system from specific aspects such as infrastructure construction and innovative resource allocation,and improve the legislative system and mechanism to lay a sound legal foundation for optimizing the business environment.It should,fi rst,improve the mechanism of coordinated governance among departments and promote the coordination mechanism of diversified governance;second,improve the governance system of the law-based government and administration according to law;third,optimize and innovate the system of supervision over the protection of employees’rights and interests and the protection of wages;and fourth,expand the system linkage mechanism of dynamic monitoring,consultation research,three-level early warning,and joint response to major labor relations issues,and promote the optimization of the business environment.
