Focusing on the Greek cities during the early Hellenistic period, this paper aims to discuss the cultural political background and historical influence of the phenomenon of ruler worship as well as its cults in these areas. This paper argues that the apotheosis of the kings during this period cannot be conceived merely as the result of the expedition of Alexander the Great to the east. The cultural tradition and contemporary political situation should be considered as of greater significance. The problem of the divinity of rulers was constructed from the bottom up by the cities, who expressed their gratitude and dependence on the kings via the cults derived from those of gods.It is through vague expressions that the royal power of Hellenistic kings was endowed with a certain kind of duality.
