山东东营湿地资源保护管理现状与对策

Current status and Countermeasures for the Protection and Management of Wetland Resources in Dongying of shandong Province

山东东营湿地资源丰富,是全球首批“国际湿地城市”之一。东营在湿地资源保护管理方面做了大量工作,如加强顶层设计、健全规章制度、实施保护工程、打造湿地城市等,但在力量配备、体系建设、管理机制等方面还存在很多不足。在深入调研的基础上,可从以下几个方面探索,加强东营湿地资源的保护管理:优化政策配套,畅通资金入口;借力旅游开发,释放生态红利;依靠科技手段,实现科学保护;完善湿地生态,保护生物多样性;实施保护工程,提升湿地功能。

Blessed with rich wetland resources, Dongying City of Shandong Province is among the first batch of “international Wetland Cities” in the world. Dongying has done a lot in strengthening the protection and management of wetland resources,such as reinforcing top-level design, perfecting rules and regulations, implementing protection projects and building itself into a wetland city. However, there are still many deficiencies in personnel allocation, institutional building and managing mechanism, etc. Based on in-depth investigation, the following aspects can be explored to strengthen the protection and management of Dongying wetland resources: optimizing supporting policies to let capital flow more smoothly;taking advantage of tourism development to release ecological dividends;giving priority to scientific and technological means to achieve scientific protection;promoting wetland ecology to protect biodiversity and implementing protection projects to upgrade functions of wetlands.
