摘要 长江流域内跨界河湖数量众多,政府及部门间协同管理和系统治理是长江流域河湖管理的重点和难点。探索建立长江流域河湖长制协作机制,强化流域统筹,是跨界河湖治理体系和治理能力现代化的发展方向。在系统梳理长江流域河湖长制协作现状及存在问题的基础上,针对性地提出了完善长江流域河湖长制协作机制的对策建议:①进一步明确流域河湖长制的角色定位以及协作机制的法律地位,完善法律保障;②进一步强化流域河湖长制协作能力建设;③进一步完善信息共享、联合会商、联防联治、联合河长制等工作机制,深化河湖长制协作内涵。 Stretching nineteen provinces(autonomous regions and municipalities directly under the Central Government)from west to east,the Yangtze River Basin is endowed with a large number of transprovincial rivers and lakes.The coordinative management and systematic governance among governments and departments constitute are the key and challenging issues in governing rivers and lakes in the Yangtze River Basin.A cooperative mechanism of the River and Lake Chief System and a strengthened overall planning indicate the direction of modernizing governance system and governance capacity.The current situation and problems of the cooperation mechanism of the River and Lake Chief System are reviewed first,and improvement suggestions are put forward as follows:1)further clarifying the role of the River and Lake Chief System and the legal status of the cooperation mechanism,improving legal protection;2)enhancing the cooperative capacity of the River Lake Chief System;3)refining the working mechanism of information sharing,joint consultation,joint prevention and treatment,and joint River Chief System,and deepening the connotation of River and Lake Chief system cooperation.
