摘要
作为高等教育领域的一项重要公共政策,我国“双一流”建设政策扩散关涉该政策能否合理有序地推进。文章以“双一流”建设政策为研究对象,借鉴政策创新扩散理论的研究成果,初步探讨了该理论对于“双一流”建设政策推进的解释力,围绕时间维度和空间维度描述了“双一流”建设政策创新扩散的基本特征,围绕横向机制、纵向机制和多向机制阐释了“双一流”建设政策创新扩散的主要机制,希冀为持续推进“双一流”建设提供借鉴与参考。
As a significant public policy in the field of higher education,the diffusion of“double first-class”construction policy in China is related to whether the policy can be promoted rationally and orderly.Based on the achievements of diffusion of policy innovations theory,the research takes“double first-class”construction policy as a research object,preliminarily discusses the explanatory power of this theory on this policy,describes the fundamental characteristics of the diffusion of innovations from the perspectives of time and space,demonstrates the basic mechanism from the perspectives of longitudinal,horizontal and multiple orientations,hoping for providing references for continuously advancing“double first-class”construction.
