基于数字转型的档案信息化基础资源建设--“十五”以来全国档案事业发展计划规划中“数据”词频分析

Basic Resources Construction of the Archives Informatization Based on Digital Transformation--Analysis on the Word Frequency of"Data"in the Nationwide Archives Careers'Development Plan Since the"Tenth Five-Year Plan"

[目的]为了实现《“十四五”全国档案事业发展规划》提出的数字转型目标,完成档案信息化基础资源建设任务中确定的数据工作。[方法]采用词频分析法,从数量、内容、趋势三个方面,对“十五”以来各五年规划的档案信息化基础资源建设任务中数据相关词或词组的词频进行分析。[结果]发现“十五”以来档案信息化基础资源建设任务中的档案数据工作,大致分为数库、数据、数治三个阶段。各阶段出现有早晚,持续无中断,体量有大小,相互有交叉。[结论]“十五”以来,档案信息化基础资源建设任务中的数据工作在档案工作“五年规划”中的数量、份量渐增,已成为规划任务中档案信息化基础资源建设的重要内容。档案数据或将成为档案信息化资源的第三大来源。

[Purpose]In order to achieve the digital transformation objectives proposed by the〈14th Five-Year Plan for the Development of Nationwide Archives〉,and complete the data work identified in the tasks of the basic resources construction of archives informatization.[Method]The word frequency of data related words or phrases in the tasks of the basic resources construction of archives informatization had been analyzed by word frequency analysis method from three aspects of quantity,content and trend in each"Five-Year Plan"since the"Tenth Five-Year Plan".[Result]The archival data work in the tasks of the basic resources construction of archives informatization since the"Tenth Five-year Plan"could be divided roughly into three stages:Database,data and data governance.Each stage appeared sooner or later,continued without interruption,had its volumesize,and intersected with the others.[Conclusion]Since the Tenth Five-Year Plan,the data work in the tasks of the basic resources construction of archives informatization had been increased in quantity and weight in the"Five-Year Plan"of the archives work,and had become an important content of the basic resources construction of archives informatization in the planning tasks.Archival data may become the third largest source of archives informatization resources.
