The〈Seoul Bulletin〉of the 18th International Archives Conference issued an action proposal to archivists around the world,suggesting that countries formulate digital records management guidelines,carry out digital preservation,enhance the use of archives through digital technology,and make a more powerful contribution to the society in the digital era.The"digital transformation"of archival records is a global trend,which has a profound in impact on the management of records and archives.As a new carrier form,the computer and network space on which electronic records are full of various uncertain security risks.What measures should be taken to prevent and ensure the authenticity and reliability of electronic records to be the content that we need to study.
