新型职业农民技能形成:高等职业教育的回应

A Study on Skill Formation of New Professional Farmers: Response from Higher Vocational Education

农民较低的受教育水平和技能水平难以满足农业现代化发展的需求,高等职业教育成为促进新型职业农民技能形成的重要路径。高等职业教育在促进新型职业农民技能形成中要关注三点:基于内外技能形成融合的特征吸纳多元主体参与人才培养,基于新型职业农民群体特殊性实施“定制式”培养,基于新型职业农民职业技能组合实施差别化培养。从长期看,可将促进全体存量劳动力进入高等职业教育体系作为一项技能形成制度,通过实施学历教育与职业资格证书教育融合搭建职业生涯规划和终身技能形成的平台。

The lower level of education and skill of farmers does not meet the needs of agricultural modernization. The higher vocational education has become an important way to promote the skill formation of new professional farmers. Higher vocational colleges need to focus on the following four issues:to attract multiple parties to participate in talent training based on the integration of internal and external skill formation,to offer customized education for them based on their characteristics,to conduct differentiated training methods based on their vocational bundle. In the long run,the higher vocational education system can be regarded as a skill formation system for all the stock labor force,and a platform for career planning and lifelong skill formation can be built through the integration of academic education and vocational qualification education.
