城市数字化转型战略制定及引领研究

Research on the Formulation and Guidance of the Urban Digital Transformation Strategy

本文从数字化转型研究的起源及其所带来的全球城市排名变化等方面论述城市数字化转型的发展现状,结合国外学者已有研究成果,对“数字化转型”“城市数字化转型”和“城市数字化转型战略”三个概念进行了内涵界定。在研究16个城市数字化转型理论模型的基础上,设计了包含引领层、中枢层和基础层的“城市数字化转型战略”理论模型,并借鉴纽约、伦敦、巴塞罗那、迪拜、悉尼、阿姆斯特丹等城市的发展实践经验,从理论和实践两个层面对“城市数字化转型战略”理论模型进行解构。最终提出要明确城市数字化转型的概念界定和统领作用、确定目标愿景、制定基本原则、明确领导决策、搭建治理架构、设计应用场景、优化数据收集、加强人才支撑、加强文化支撑和进行数字基建等11条城市数字化转型引领全球城市发展的对策建议。

This paper discusses the concept of "urban digital transformation," the origins and current state of the research field,and the reshuffled ranking of global cities thereafter.The paper studies the theoretical models of "urban digital transformation strategy" and draws on the empirical evidence of the urban development of New York,London,Barcelona,Dubai,Sydney and Amsterdam.The paper expounds that it is necessary to guide the development of digital cities with a series of measures:well-defined goals and visions,clear principles and strategic leadership,well-built governance structures,well-designed application scenarios,optimized data collection,support for talents and human resources,support for culture,and also enhanced digital infrastructure.
