摘要
重大全球公共卫生挑战将重塑全球城市健康治理模式,数字化转型是城市健康治理改革趋势。对世界健康治理数字化转型成功经验进行分析将为全球城市推进更具韧性的新型健康治理模式提供理论支撑和现实指导。本研究选取芝加哥健康治理数字化转型作为分析案例,对2011年至2021年的芝加哥健康云图与智慧城市技术等数字平台发展历程和应用进行梳理,对其采取的系统仿真与政策分析、地理信息系统与空间流行病分析等方法进行深入分析。研究发现芝加哥智慧健康治理具有高效的政府与社会部门协同模式、先进的数字治理技术手段、创新驱动的数字健康发展战略以及充分的法律与政策保障。芝加哥健康云图的发展进程、部门协作机制与治理结构、数据应用技术及应用成果为我国主要城市及全球城市提供了可供借鉴的健康治理数字化转型和公共卫生体系创新的范式与方案。
Global public health faces major challenges that will reshape the health governance model,and digital transformation will lead the trend in the urban health reform.This study studies Chicago’ s digital transformation of health governance,its development of digital platforms such as Chicago Health Atlas and smart city technology from 2011 to 2021,and seeks to evaluate the matters of system simulation,policy analysis,geographic information system and spatial epidemiological analysis.Our study found that Chicago smart health governance effects efficient collaboration between government and social sectors,relying on advanced technology,innovation-driven development strategy,and adequate legal and policy support.The case of Chicago Health Atlas,with its collaboration mechanism and data application technology,serves to provide theoretical and practical reference for the digital transformation of health governance for cities in China and the world.
