青岛市科技创新国际合作态势分析及建议——以科研文献及专利数据为中心

Measuring Qingdao’s International Cooperation with the Yardstick of Scientific Publications and Patent Data

青岛作为国家沿海重要中心城市,科技创新是新发展格局下城市发展的最重要内生动力。青岛有着细密交织的科技创新网络,以国际科技合作研究论文及专利数据为来源,一方面对近六年来(2016—2021)青岛市国际合作论文的产出与影响力、合作趋势以及“工业互联网”关键领域进行分析;另一方面对青岛市近20年来相关专利的技术发展历程、全球布局、关键技术分类以及高价值专利进行分析,评价青岛市参与科研国际合作的生产力和影响力。建议青岛市利用好国际科技合作平台,聚焦优势领域、提升基础研究合作水平、注重高水平国际合作项目培育,为培育城市高质量发展新动能凝聚国际力量。

Qingdao City aims to ride on the waves of scientific and technological innovation in its urban development.This paper studies Qingdao’ s scientific research papers and patents in the recent six years(2016—2021),especially the papers and patents that involve international cooperation.The paper analyzes the quantities,productivity and research impact of the cooperated papers,and assesses the implementation of patents in crucial areas such as the "industrial internet." The case of Qingdao illustrates the importance of pooling international talents and resources for achieving coordinated development.
