监禁刑执行的罪犯矫正,是一个国际问题,而提高矫正质量也是一个世界性难题。新中国成立以来,中国的罪犯矫正工作,在中国共产党的领导下,借鉴发达国家的经验,顺应国际行刑趋势,在继承中国优秀传统文化的基础上,创造了中国模式。刑满释放人员的重新犯罪率一直保持了国际较低水平,成为世界瞩目的奇迹。特别在近几年的疫情防控中,中国监狱在疫情肆虐的几年中,除了最初的五起感染事件外,再无意外发生,呈现出了大国担当与责任,构建了新时期疫情防控中国监狱罪犯矫正的新模式。
