添加打印变造文书的特征体系及规范鉴定程序

The Characteristic System and Standard Identification Procedure of Added Printed Altered Documents

随着时代与科技的推进,添加打印变造文书的检验技术不断发展,出现许多高新检验方法。但各种鉴定方法具体应用于添加打印变造文书检验时缺乏统一指引。对于添加打印变造文书检验的研究而言,不仅需要技术革新,也需要对其特征体系及规范鉴定程序进行系统性的归纳分析。依据特征的形成机理,添加打印变造文书的特征体系包含打印机具特征、排版特征与二次进纸共性特征三大方面,此种特征分类有利于系统性规范现存与未来检验方法。在此基础上,以真实添加打印变造文书案件为例,归纳总结出一套行之有效的规范鉴定程序,能起到快捷高效、降低鉴定人主观偏见、保证鉴定意见科学客观的作用。

With the advancement of times and technology,the inspection technology for adding printed and altered documents has continued to develop,and many high-tech inspection methods have emerged.However,there is a lack of unified guidance when various identification methods are specifically applied to the inspection of added printed altered documents.For the research of the inspection of added printed altered documents,not only technical innovation,but also systematic induction and analysis of its feature system and standardized appraisal procedures are needed.According to the formation mechanism of the features,the feature system of adding printed altered documents includes three aspects:printer features,typesetting features and common features of secondary paper feeding.This feature classification is helpful to systematically standardize existing and future inspection methods.On this basis,taking real cases of adding printed altered documents as an example,this paper summarizes a set of effective normative appraisal procedures,which can play a fast and efficient role in reducing the subjective bias of appraisers,and ensuring the scientific and objective appraisal opinions.
