Pollution Discharge Permit Policy in China and CNPC Management Practice

排污许可制度作为我国固定污染源管理的核心制度,及企业生产运营期唯一的环保行政许可,其重要性日益彰显,如何规避排污许可违法风险,进而利用排污许可制度促进企业环保管理,已成为排污企业面临的重要挑战。文章通过对我国排污许可政策发展的分析,结合中国石油已经开展的排污许可管理实践,探讨企业加强排污许可管理的可行路径。

As the core system of stationary pollution source management and the only environmental protection administrative permit in the production and operation period of enterprises,the pollutant discharge permit system is becoming more and more important.Therefore,it has become an important challenge for polluters to avoid the risk of illegal pollution permit and use the pollution permit system to promote environmental management.Based on the analysis of the development of Chinese pollutant discharge permit system policy and the practice of CNPC pollutant discharge permit system management,this paper discusses the feasible path of strengthening the management of pollutant discharge permit in enterprises.
