摘要
新时代人才强国战略是在继承、发展以往人才强国战略的基础上形成的一个“新战略”。中国人才强国战略经历了由“追赶型”战略到“攀登型”战略,再到“夺标型”战略的进阶过程,其中每一阶段战略内涵的变化都与国家总体战略任务转换紧密关联。中国新时代人才强国战略的提出和实施具有时代性、发展性和科学性,要求中国在高水平人才集聚、培养、使用和创新创造方面进入世界中心位置,为此,要进一步推动理论创新,深化人才制度改革,着重打造人才高地和人才平台,重视建立人才强国战略实施效果的监测评估体系。
The strategy on developing a quality workforce in the new era is a"new strategy"based on the inheritance and development of the previous strategy on developing a quality workforce.China’s strategy on developing a quality workforce has gone through the development process from"catching up"strategy to"ascending"strategy and then to"winning"strategy.The changes in the connotation of each stage of the strategy are closely related to the transformation of the overall national strategic tasks.The strategy in the new era is contemporary,developmental and scientific,and requires China to enter the center of the world in terms of pooling,cultivation,use and innovation of high-quality and high-level human resources.To this end,it is necessary to further promote theoretical innovation,deepen the reform of the professional talent system,focus on building highlands and platforms for professional talents,and pay attention to the establishment of a monitoring and evaluation system for the implementation of the strategy.
