乡村振兴战略下农村土地经营权流转的地方实践与对策——以甘肃省定西市为例

Local Implementation and Policy Proposal for Rural Land Circulation Based on Rural Vitalization Strategy---Taking Dingxi City,Gansu Province as an Example

为强化乡村振兴的土地资源要素驱动,定西市着力构建规范的农村土地经营权流转政策体系,扶助新型农业经营主体发展,完善农村土地经营权流转利益联结机制,在农村土地经营权流转的地方实践中取得了较好的成效。但受多种因素制约,定西市农村土地经营权流转仍然面临着诸多问题。文章简介了定西市农村土地经营权流转采取的措施及取得的成效,分析了存在的问题,为促进定西市农村土地经营权流转平稳有序进行,提出了提高农民群体政策知晓率、综合实施农村土地治理、健全农村土地经营权流转服务体系等政策措施。

Driven by land resource elements to strengthen rural revitalization,Dingxi City strives to build a standardized rural land circulation policy system,supports the development of new agricultural business entities,and improves the interest linkage mechanism of rural land circulation.Positive results have been achieved in local practice.However,restricted by many factors,the rural land circulation in Dingxi City still faces many problems.In order to promote the smooth and orderly rural land circulation in Dingxi City,it is recommended to adopt policy measures such as increasing the awareness of farmers'policies,comprehensively implementing rural land management,and improving the agricultural land transfer service system.
