Study on Problems and Countermeasures of the Pilot Operation Process of 1+X Certificate System

1+X证书制度试点工作实施三年来,在试点运行过程中存在规模扩张过快、主体准备不足,运行堵点较多、主体协同性不强,制度供给不足、内生动力不强等突出问题,严重影响着试点工作的实际成效。必须采取坚持稳步推进,压实主体责任;不断完善机制,增强主体协同联动;加强政策供给,激发试点各方内生动力等系列措施,推动1+X证书制度试点工作行稳致远、高质量发展。

In the three years since the implementation of the 1+X certificate system pilot work,there are still some prominent problems in the process of pilot operation,such as too rapid scale expansion,insufficient preparation of the main party,too many obstacles in the operation process,weak coordination among the main parties,shortage in system support and weak endogenous power.All these problems severely affect the actual result of the pilot work.In view of these problems,it is proposed that we must adhere to steady progress and compact the main responsibility;continuously improve the mechanism and enhance the coordination and linkage of the main bodies;only by strengthening the policy supply and stimulating the endogenous power of all parties in the pilot program can we promote the steady,long-term and high-quality development of the pilot program of the 1+X certificate system.
