伴随经济发展,监管数据海量化、应用领域多元化等形势愈加明显。经济高质量发展对市场监管工作提出新要求,以往人盯人、重监管、重执法的传统监管方式不足以满足现行发展需求。“放管服”改革是转变政府职能的重要手段,是现代化治理体系与治理能力的体现。“智慧市场监管”是“放管服”改革在市场监管领域的一项具体实践。鉴于此,各地积极实施智慧市场监管工作。文章通过梳理市场监管模式变更,研究智慧市场监管现状,研究创新市场监管理念与深化智慧监管实践相结合,提升监管服务质量,为信息化支撑政务服务现代化提供理论分析和实践探索。

With the development of economy, the trend such as the massive amount of regulatory data and the diversification of application fields has become increasingly obvious. The high-quality development of economy has put forward new requirements for market regulation. The traditional regulation methods such as manual work,the focus on regulation and law enforcement in the past are not enough to meet the current development needs. The reforms to streamline administration, delegate power, improve regulation, and upgrade services is an important means of transforming government functions, which is also the embodiment of modern governance system and governance capabilities. “Smart market regulation” is a specifi c practice of the reforms in the market regulation area. In view of this,local areas are actively implementing smart market regulation. By sorting out the changes in the market regulation mode,studying the current situation of smart market regulation, as well as the combination of innovative market regulation concepts and smart regulation practices, the paper aims to improve the quality of regulation services, and provide theoretical and practical exploration for the modernization of government services supported by informatization.
