摘要
完整性管理作为一种全新的管理模式和重要的管理手段,能够确保原油储备库的安全平稳运行。基于完整性管理的理念,通过蝴蝶结(Bowtie)分析方法全面识别大型原油储备库可能存在的风险及控制风险的屏障,识别出相应的关键岗位、设备和活动,并针对这些关键点应用以可靠性为中心的维护(RCM)、基于风险的检验(RBI)、故障模式及影响分析(FMEA)、危险与可操作性分析(HAZOP)、安全完整性等级评估(SIL)等方法开展分析,依据分析的结果进行风险管理,从而有效管控风险,提高效率,降低成本,实现管理目标。
As a new management mode and important management means, integrity management can ensure the safe and stable operation of crude oil storage. Based on the concept of integrity management, potential risks and risk control barriers of large crude oil storage were comprehensively identified by bowtie analysis, as well as corresponding key positions, equipment and activities. Analysis were conducted such as reliability centered maintenance(RCM), risk-based inspection(RBI), failure mode and effect analysis(FMEA), hazard and operability analysis(HAZOP), safety integrity level assessment(SIL). Risk management was employed according to the study results, so as to effectively control risks, improve efficiency, reduce costs and achieve management objectives.
