碳中和背景下山东省低碳经济发展的现状与建议

The Current Situation and Suggestions of Low Carbon Economic Development in Shandong Province under the Background of Carbon Neutrality

山东省作为全国唯一拥有全部41个工业大类的省份,其产业结构的优化对全国有高度可借鉴性;同时,山东省的碳排放量占全国的1/10以上,山东省“碳达峰,碳中和”的完成直接影响全国碳减排目标的完成。大力发展低碳经济可以实现碳减排与经济高质量增长的协调发展。首先,从能源消费总量和结构、能源消费弹性系数与产业结构方面,分析了山东省目前能源消费情况;然后,梳理了近十年的能源发展的政策;最后,提出了相应的六点建议。

As the only province in China with all 41 industrial categories,the optimization of Shandong industrial structure has a high level of reference for China.At the same time,the carbon emissions of Shandong province account for more than 1/10 of the national total,so the completion of Shandong province's“carbon peak,carbon neutrality”directly affects the completion of the national carbon emission reduction goal.Vigorously developing low-carbon economy can achieve coordinated development of carbon emission reduction and high-quality economic growth.Firstly,the paper analyzes the current energy consumption situation in Shandong province from the total energy consumption and structure,energy consumption elasticity coefficient and industrial structure;then it sorts out the policies of energy development in the past ten years;finally,it puts forward six corresponding suggestions.
