污染场地修复投融资管理机制研究

Study on Investment and Financing Management Mechanism of Contaminated Site Restoration

我国土壤修复行业现已进入快速发展时期,污染场地的融资渠道备受关注,探讨污染场地修复的投融资管理机制具有重要意义。本文通过梳理污染场地修复投融资现状,识别存在的问题,然后提出针对性建议。从问题来看,多渠道资金投入不足,各级政府之间、各职能部门之间的责任界定不清,绩效管理体系不健全,污染场地难以全面修复,一些污染场地收益低,导致投资难以持续。因此,要多渠道筹措资金,明确界定各级政府之间、各职能部门之间的责任,完善绩效管理体系,提高资金使用效率。

China’s soil remediation industry has entered a period of rapid development,and the financing channels of contaminated sites have attracted much attention,it is of great significance to discuss the investment and financing management mechanism of contaminated sites remediation.This paper combs the status quo of investment and financing for remediation of contaminated sites,identifies the existing problems,and then puts forward targeted suggestions.From the point of view of the problem,multi-channel capital investment is insufficient,responsibilities between governments at all levels and functional departments are not clearly defined,the performance management system is not sound,it is difficult to comprehensively repair contaminated sites,and some contaminated sites have low income,which makes it difficult to sustain investment.Therefore,it is necessary to raise funds through multiple channels,clearly define the responsibilities between governments at all levels and functional departments,improve the performance management system,and improve the efficiency of fund use.
