耦合调适:乡村振兴中党建引领社会共治的实践路径与内在机理

Coupling Adaptation:The Practical Path and Internal Mechanism of Social Co-Governance Led by Party Building in Rural Revitalization

脱贫攻坚如何有效衔接乡村振兴是新的奋斗目标下的重大议题,本研究旨在揭示该议题下的党建向下赋能与乡村社会向上承接间的耦合调适机理,并以此来阐释“党建引领”在乡村振兴中的关键作用。采用田野方法展开多案例研究,对话政治耦合与适应性治理理论构建了“耦合调适”的分析框架,并总结了“党建双向拓展中的自治单向下移”的实践机制。研究表明:在党建引领下,基层多元政权力量遵循“耦合调适”机理而实现了乡村社会有效共治,从而为乡村振兴提供了稳定的治理秩序。其核心机理在于:(1)在党政体制推动的脱贫与乡村振兴进程中,执政党的双重属性得以贯通上下界面而将基层政权的“利益、权威与价值”进行耦合,并在地化地调适为与乡村社会相适应的共治策略。(2)“党建双向拓展中的自治单向下移”的实践机制,既是耦合调适机理得以有效运作的载体,又是新时代乡村治理转型需要的实践创新。研究的可能创新在于:关注了在党领导一切的背景下,党政同责、一岗双责原则在乡村治理场域的具体表现,揭示了党建引领社会共治的路径与机理,回应了政党适应性议题,为乡村社会治理转型与治理能力现代化提供了理论视野。

How to effectively link rural revitalization with poverty alleviation is a major issue under the new goal.This study aims to reveal the coupling and adaptation mechanism between the downward empowerment of party building and the upward undertaking of rural society under this issue,and to explain the key role of "party building leading" in rural revitalization.A multi-case study was conducted using field methods,and an analytical framework of "coupling and adaptation" was constructed in dialogue with political coupling and adaptive governance theories,and a practical mechanism of "one-way downward shift of autonomy in the two-way expansion of party building" was summarized.The study shows that:under the leadership of Party building,the grassroots multiple political powers follow the mechanism of "coupling and adaptation" to achieve effective co-governance of rural society,thus providing a stable governance order for rural revitalization.The core mechanism lies in the following:(1)In the process of poverty eradication and rural revitalization promoted by the Party-government system,the dual attributes of the ruling party can penetrate the upper and lower interfaces to couple the“ interests,authority and value” of the grass-roots regime,and locally adapt them to the co-governance strategy that is compatible with rural society.(2)The practical mechanism of“ one-way downward shift of autonomy in the two-way expansion of party building” is both a vehicle for the effective operation of the coupling and adaptation mechanism and a practical innovation required for the transformation of rural governance in the new era.The possible innovation of the study is that it focuses on the concrete performance of the principle of the party and government sharing responsibility and double responsibility in the field of rural governance in the context of the Party leading everything,reveals the path and mechanism of social governance led by the party building,responds to the issue of party adaptation,and provides a theoretical vision for the transformation of rural social governance and modernization of governance capacity.
