国家自然科学基金科研诚信和学风建设的分析与思考

Analysis and Reflection on the Research Integrity of National Natural Science Foundation of China

为聚焦科学基金深化改革重要举措,加强学风和科研诚信与伦理建设,国家自然科学基金委员会围绕“教育、激励、规范、监督、惩戒”五个方面系统部署,深入推进实施学风建设行动计划。本文以2018—2021年国家自然科学基金委员会监督委员会收到的科研不端举报和查处的案件为样本,通过数据分析等方式,综合评估了科学基金深化改革以来科研诚信的现状,总结了在推进科学基金学风建设尤其是在科研不端行为调查处理方面取得的经验和实际成效,为下一步工作提出政策建议。

In order to focus on the important measures of deepening the reform of National Natural Science Fund,and strengthen the construction of scientific integrity and ethics,the National Natural Science Foundation of China(NSFC)has launched Academic Atmosphere Construction Action Plan through systematically deploying the five aspects of“education,motivation,regulation,supervision and punishment”.NSFC has conducted special surveys focusing on the current situation of research integrity guided by deepening reform,through visiting and discussing with scientific researchers,to obtain the feedback of the research academia.Based on the analysis of 2018—2021 misconduct cases investigated by the supervision committee of NSFC,this paper comprehensively evaluates the current situation of research integrity since the deepening reform of NSFC,as well as briefly summarizing the practical effects and experience of the construction of study style.
