科学基金规章制度体系建设的成效、问题与建议

Achievements,Problems and Suggestions on the Construction of Regulations System of the National Natural Science Foundation of China

科学基金规章制度是规范科学基金管理工作的基础,也是推进科学基金法治建设、促进基础研究发展的重要保障。科学基金深化改革以来,国家自然科学基金委员会进一步加强规章制度建设,强化顶层设计,完善程序规定,推进多项规章制度的制定和修订工作,有效巩固了改革的成果。本文拟在总结科学基金规章制度体系建设经验和不足的基础上,提出进一步完善科学基金规章制度的建议。

Regulations of National Natural Science Foundation of China(NSFC)are the basis of standardizing the management of science foundation,and also an important guarantee to promote the construction of the rule of law and the development of basic research.Since the deepening the reform of National Science Funding System,NSFC has further strengthened the construction of rules and regulations,redesigned the top-level strategy,improved the legislative procedures,and solidly promoted the formulation and revision of a number of regulations,effectively consolidating the achievements of reform.On the basis of summing up the experience and deficiency in the construction of NSFC regulations system,this paper puts forward some suggestions for further perfecting NSFC regulations system.
