中国与全球公共卫生安全合作:挑战、原则和现实路径

China and Cooperation on Global Public Health Security:Challenges, Principles and Realistic Approaches

当代人类社会正在经历一场百年未有之特大公共卫生安全危机。这场危机的特点是各种大规模危害公众健康的生物威胁叠加发力、全球卫生治理低效混乱、不合理的国际政治经济和财富秩序加剧卫生健康困境。中国作为负责任的最大发展中国家,必须直面现实,迎接挑战,在全球卫生事业中坚持全人类共同价值、“同一健康”理念和可持续发展三大基本原则。因受国情国力限制,全球公共卫生安全合作不能全面出击,可优先考虑从四个方面突破:支持世界卫生组织提升核心能力,增加公共卫生援助,发挥民间社会组织潜力和促进全方位国际科学技术合作。只要把握好发展和安全的战略大局,扎实努力,中国必定能够为构建人类卫生健康共同体作出较大贡献。

Human society is experiencing an unprecedented public health security crisis, which is characterized by a combination of large-scale biological threats to public health, inefficient and disordered global health governance and the improper international political, economic and financial order that exacerbates the health dilemma. As the largest developing country and a responsible member of the international community, China must face up to reality, meet the challenges and adhere to the three basic principles of global health sector:Universal Values, One Health and Sustainability. Due to the limitation of national conditions and strength, China’s involvement in the cooperation on global public health security cannot be conducted on all fronts. The country is expected to make efforts in four aspects including supporting the World Health Organization in upgrading its core competences, increasing assistance for public health sector, driving civil society organizations to play a role and promoting all-round international science and technology cooperation. As long as China grasps the overall strategic situation of development and security and makes solid efforts, China is bound to make great contributions to the construction of a community of shared future for human health.
