GMS农业水价改革模块设计与应用

摘要 为解决灌区管理中用水效率低、工程建管不完善、农业水价总体偏低等问题,利用“以电折水、以时折水”等方法,获取灌区重要节点水量,并通过有线和无线方式进行数据传输,形成具有实时显示、查询、管理等功能的智慧灌区平台(GMS),进而提升灌区科学管理水平和用水效率。以颍上县人民河灌区为例,对智慧灌区平台(GMS)的农业水价改革专题模块的设计及应用进行了探讨,模块设计包括专题水价管理、灌溉定额、用水单位管理、用水量统计、水费征收管理等功能,分析了GMS在颍上县人民河灌区的应用成效,智慧灌区平台(GMS)的应用提升了灌区用水计量精准率和灌区现代化管理水平,为推进农业水价改革提供了支撑。 To solve the problems of low water use efficiency,imperfect ngineering construction and management,and overall low agricultural water price in irrigation area management.The method of"Derivation of water consumption from electricity consumption and time"was used to obtain the water volume of important nodes in the irrigation area,and transfered data through wire and wireless.It would carry out data transmission to form a smart irrigation area platform(GMS)with real-time display,query,management,and other functions,thereby improving the scientific management level and water use efficiency of irrigation areas.Taking the Renmin River Irrigation District of Yingshang County as an example,the design and application of the special module of agricultural water price reform of the Smart Irrigation District Platform(GMS)were discussed.The module design includes special water price management,irrigation quota,water unit management,water consumption statistics,water fee collection management.The application of GMS in the Renmin River Irrigation District of Yingshang County was analyzed.The application of the Smart Irrigation District Platform(GMS)improved the accuracy of water metering in the irrigation district and the modern management level of the irrigation district and provided support for promoting the reform of agricultural water prices.
