“十三五”期间中国养老服务高质量发展水平综合评价

Comprehensive Evaluation of the High-quality Development Level of China s Elderly Care Services during the“13th Five-year Plan”Period

分析评价中国不同年份和不同省份的养老服务高质量发展水平,寻找影响养老高质量发展的因素。运用熵权TOPSIS综合评价法,选取中国除港澳台以外的31个省份2016—2020年期间的面板数据,构建包括社会保障水平、养老服务能力、社会支持力度3个一级指标在内的养老服务高质量发展水平评价指标,综合评价“十三五”期间中国养老服务的高质量发展水平。结果表明,“十三五”期间我国养老服务水平高质量发展取得质的突破,但各省份之间的综合评价水平差异较大。应继续加大社区对养老的支持力度,培养专业的社会工作者,完善我国的养老保障体系,推进养老服务高质量发展。

This paper analyzes the high-quality development level of elderly care services in different years and provinces in China to find out the factors influencing the high-quality development of elderly care services.In order to evaluate the high-quality development level of the elderly care services during the“13th Five-Year Plan”period in China,by selecting the panel data of 31 provinces and municipalities in China from 2016 to 2020,this paper used the comprehensive evaluation method of entropy weight and TOPSIS to construct the evaluation index of the high-quality development level of the elderly care services,including the three first-level indicators of social security level,elderly care service capacity and social support.The results show that during the 13th Five-Year Plan period,the high-quality development of China s elderly care service level has made a qualitative breakthrough,but the comprehensive evaluation levels of provinces and municipalities vary greatly.In the future,efforts shall be made to increase community support for the elderly care,train professional social workers,improve China s old-age security system,and promote the high-quality development of elderly care services.
