以“职业性特征”为导向的民国职业学校组织管理体系构建与实践述论

On the Construction and Practice of the Organization and Management System of Vocational Schools in the Republic of China Guided by"Vocational Characteristics"

为加强民国职业学校管理,充分体现职业学校鲜明的社会化属性和职业化特性,民国政府和教育行政部门制定了针对性的法规文件,努力构建以“职业性特征”为导向的职业学校组织管理体系,规范细化职业学校设置、层次、隶属、权限、科目设置、经费、人员队伍、教学实习、日常运行等全方位管理的基本要求和措施。中华职业学校等各职业学校在办学过程中,紧紧围绕“职业性特征”要求,不断完备凸显职业教育特质和与社会职业发展需求相适应的内部组织管理体制机制,为实用性、适用性职业知识技能人才培养奠定了基础。

In order to strengthen the management of vocational schools in the Republic of China and fully reflect the distinctive socialization and professionalism of vocational schools,the national government and the education administrative departments have formulated targeted laws and regulations,and strived to build an organization and management system of vocational schools oriented by"vocational characteristics",and standardized and refined the basic requirements and measures for all⁃round management of vocational schools,such as setting,levels,affiliation,authority,subject setting,funds,personnel,teaching practice and daily operation.In the process of school⁃running,China Vocational School and other vocational schools closely focused on the requirements of"vocational characteristics",constantly improved and highlighted the characteristics of vocational education,and the internal organization and management systems and mechanisms that meet the needs of social and vocational development,thus laying a foundation for the cultivation of practical and applicable talents with vocational knowledge and skills.
