Main Characteristics and Development Direction of Ecological Civilization Governance System in the New Era

习近平生态文明思想赋予并系统阐述了生态文明建设新的内涵,指出了我们在新时代开展生态文明建设的主要思路。文章梳理了党的十八大以来生态文明建设的重要内涵及其重要意义,分析了新时代生态文明治理体系的主要特征,并在此基础上指出,在未来一段时间内,持续完善和发展中国特色的生态文明治理体系的主要任务是:充分利用中国特有的社会资本、制度资源和市场力量,强化制度的实施能力;同时持续推动以市场为导向的环境政策创新。

In the new era,the importance of ecological civilization development is elevated to a new height,and a system that sustains ecological civilization is remodeled.This paper first sorts out the important connotation and significance of ecological civilization construction since the 18 th National Congress of the Communist Party of China,and analyzes the main characteristics of the ecological civilization governance system in the new era.Based on these analyses,it points out that the main task of continuously improving and developing the ecological civilization governance system with Chinese characteristics in the future is to make full use of China’s unique social capital,institutional resources and market forces,and strengthen the implementation capacity of the system.Meanwhile,it is necessary to continue to promote market-oriented environmental policy innovation.
