摘要 针对目前取用水应用系统繁多、信息资源分散、业务协同不足、数据标准不一、资源共享不畅等问题,依托全国一体化在线政务服务平台,提出全国取用水管理信息系统建设思路、目标及原则。采用“统一身份认证、统一事项服务、统一数据标准、集中与分散部署相结合”的模式,建设全国取用水管理信息系统,自下至上分为基础设施层、数据支撑层、应用支撑层、业务应用层和用户层,并以安全保障、标准规范2个体系贯穿整体。同时,在数据、应用、安全、管理等标准的建立,取用水相关系统的整合,数据的融合共享及分析应用等方面提出建设方案,为各省开展省级取用水管理信息系统建设提供借鉴,加快推进取用水管理相关信息系统整合共享与应用推广。 There are some problems existing in current water abstraction system,such as numerous application systems,scattered information resources,insufficient business coordination,inconsistent data standards,and poor resource sharing.To solve these problems,this paper proposes the idea,objectives and principles of developing the national water abstraction management information system,based on the national integrated online government service platform.The development of the platform applies the principle of “unified identity authentication,unified item service,unified data standards,and combination of centralized and decentralized deployment ”,which consists of infrastructure layer,data support layer,application support layer,business application layer and user layer from the bottom to the top.A security guarantee system and a standard specification system are also applied through the whole platform.Meanwhile,this paper proposes development ideas in the standards of data,application,safety,management etc.,as well as the integration of water-related systems,data fusion and sharing,and analysis and application.The system is expected to provide reference for the development of water management information systems in various provinces and promote the integration,sharing and application of information systems related to water abstraction management.
