管网运营机制改革对国有石油公司的影响分析

Influence on SINOPEC of Reform of the Pipe Network Operation Mechanism

国家石油天然气管网运营机制改革实施后,油气干线管道互联互通基本实现,“全国一张网”基本成形。本文分析了石油天然气管网及配套设施剥离后,国有石油公司生产经营面临的机遇与挑战,提出了管网运营新的体制机制下,充分利用油气管网作为公共资源互联互通的优势,持续提升公司油气保障能力和市场竞争力的建议。

After the implementation of the reform of the operation mechanism of the national oil and gas pipeline network,the interconnection of main oil and gas pipelines has been basically realized,and the “one national network” has been basically formed.This paper analyzes the opportunities and challenges faced by the state-owned oil company’s production and operation after the stripping of its oil and gas pipeline network and the supporting facilities,and puts forward some suggestions to make full use of the advantages of oil and gas pipeline network as a public resource interconnection and continuously improve the company’s oil and gas guarantee ability and market competitiveness under the new system and mechanism of pipeline network operation.
