自主验收背景下中小企业“三同时”验收存在的问题及对策

Problems and Countermeasures of“Three Simultaneous”Acceptance of Small and Medium-sized Enterprises Under the Background of Independent Acceptance

为贯彻落实环保“三同时”制度,对5家中小企业的验收材料进行分析,指出了中小企业自主验收过程中存在的问题,包括验收工程内容缺失,部分企业存在变动情况分析缺失或变动情况分析内容不全的情形,验收标准执行措施和验收工程内容不全,未按照要求编制其他情况的说明材料,排污许可执行不到位,管理台账不规范不健全。造成这些问题的主要原因是建设单位主体责任意识不强,对“三同时”自主验收认识不足,重视程度不够,提供“三同时”自主验收服务的中介单位技术水平参差不齐,部分中介单位对验收程序、验收监测报告编制规范、内容、执行标准等理解不到位,导致验收工程内容缺失、程序不合规、执行标准错误等问题频发,管理部门事中、事后监管不到位。由此提出了对策措施:加强宣传教育,提高建设单位的主体责任意识,对“三同时”验收材料实行“双随机”抽查,加强对中介服务机构的监管监督,强化管理部门的监管监督职责,为中小企业“三同时”验收提供参考,提升“三同时”验收的有效性和工作质量。

In order to implement environment protection“three simultaneous”system,the study analyzes the acceptance materials of 5 small and medium-sized enterprises,and points out the problems,i.e.lack of acceptance engineering contents,change situation analysis of some enterprises or incomplete change situation analysis content,incomplete acceptance standard implementation measures and acceptance engineering content,substandard compilation of explanatory materials of other situations,substandard pollutants discharge license,substandard and incomplete management standing book.The reasons for the problems mainly include the weak consciousness of entity responsibility of construction unit;lack of“three simultaneous”independent acceptance consciousness;lack of attention,uneven technology level of intermediary agents who provide“three simultaneous”independent acceptance;incomplete understanding of acceptance procedure,monitoring report compile standard,content,and implement standards,etc;deficiency of acceptance engineering content,incompliant process,wrong implement standards;and lack of operational and post-operational monitoring of management departments.Countermeasures are proposed,i.e.to promote publicity,improve the entity responsibility consciousness of construction units,implement“dual random”spot check on“three simultaneous”acceptance materials,strengthen the supervision of intermediary service institutions,and strengthen the supervision and supervision duties of administrative departments,to provide reference for“three simultaneous”acceptance of middle and small-sized enterprises,and improve the effectiveness and working quality.
