摘要
2021年全國人大常委會立法工作計蔗明確提出:‘研究啟動環境法典、教育法典、行政基本法典等條.件成熟的行政立法領域的法典编纂工作。’在此背景下,環境法學界對生態環境法典編纂展開了全面且深入的研究业產出了大量有價值的成果。2021年7月,呂忠梅教授牽頭提出《生態環境法典(專家建議稿)》(以下简稱專家建議稿)。
The 2021 legislativework plan of the Standing Committeeof theNational People's Congress clearly states that"we will study and launch the codification of the environmental code,the education code,the basic administrativecode and otheradministrative legislation when conditions areripe."Inthis context,thecircle of environmental law has carried out a comprehensive and in-depth study on the codification of the ecological environment code,and produced a largenumberofvaluable achievements.In July2021,Professor Lv Zhongmeitook thelead inproposing the Ecological Environment Code(Expert Suggestion Draft)(hereinafterreferredtoasthe Expert Suggestion Draft).
