“一带一路”国内区域高质量发展的测度及其空间特征分析

The Measurement of High-quality Development and Its Spatial Characteristics of the Belt and Road Region

基于中国改革开放以来的发展经验及系统科学理论,构建高质量发展水平测度指标体系对明晰高质量发展的具体方向具有重要意义。在运用熵值法计算2010—2018年“一带一路”国内区域高质量发展指数的基础上,以网络分析法对“一带一路”区域的空间特征进行分析。“一带一路”国内区域高质量发展指数计算结果显示,2010—2018年三大区域高质量发展指数水平均呈上升趋势。东部区域高质量发展水平呈三大区域之首,但区域板块之间高质量发展水平差异较大,主要是部分省份差距明显。“一带一路”倡议提出后,有效提高了西部区域的高质量发展水平,其中内蒙古、陕西等西部省份超越全国平均值,西部地区追赶效应较为显著。网络分析法结果显示,2010—2018年“一带一路”区域整体空间关联性呈略微上升趋势,但整体偏低且上升幅度不大,仍有很大的提升空间。省份间所发挥的空间溢出效应差别较大,东部地区对整体“一带一路”高质量发展水平具有较强的空间溢出效应,西部次之,东北部相对较弱。样本省份中,广东省点度中心度排位第一,说明广东处于“一带一路”空间关联网的中心地位。所带来的政策启示是加强区域发展合作体系顶层设计,促进“一带一路”建设与区域合作体系建设相结合。将提高区域空间关联度,释放更多的空间溢出效应作为主要目标,针对各省份在区域所发挥的不同空间关联作用制定有针对性的发展政策。

The high-quality level measurement index system based on China’s development experience since the reform and opening up and the system science theory is of great significance to clarify the specific direction of high-quality development.On the basis of using the entropy method to calculate the high-quality development index of the domestic region of the Belt and Road from 2010 to 2018,the spatial characteristics of the Belt and Road region are analyzed by network analysis method.The calculation results of the Belt and Road domestic regional high-quality development index show that,the level of the high-quality development index of the three major regions shows an upward trend from 2010 to 2018;The level of high-quality development in the eastern region is the first of the three major regions,but the level of high-quality development between regional plates varies greatly,mainly because the gap between some provinces is obvious.After the Belt and Road Initiative was proposed,it effectively stimulated the high-quality development level of the western region,of which Inner Mongolia,Shaanxi and other western provinces exceeded the national average,and the catch-up effect in the western region was more significant.The results of the network analysis method show that,the overall spatial correlation of the Belt and Road region shows a slight upward trend from 2010 to 2018,but the overall low and small increase indicates that there is still a lot of room for improvement.The spatial spillover effect played by provinces varies greatly,and the eastern region has a strong spatial spillover effect on the overall high-quality development level of the Belt and Road,followed by the western region and the relatively weak northeast.Among the sample provinces,Guangdong Province ranks first in the centrality of point degree,indicating the central position of Guangdong in the Belt and Road spatial association network.The policy enlightenment brought is to strengthen the top-level design of the regional development cooperation system and promote the combination of the Belt and Road construction and the construction of the regional cooperation system.The main goal will be to improve the degree of regional spatial relevance and release more spatial spillover effects,and formulate targeted development policies for the different spatial relevance roles played by provinces in the region.
