应用型高校专业智库建设的突出问题及化解之策

Prominent Problems and Solutions in the Construction of Specialized Think Tanks in Application-Oriented Universities

[目的/意义]“十四五”时期,高校智库进入了以“高质量发展”为主要特征的新阶段,应用型高校作为新型智库的重要补充力量,应以专业智库为重要抓手,提高应用技术研究和基础研究对经济社会发展的支撑度。然而,当前高校智库发展主要以综合性为主,学科分布集中在社会科学等领域,优势学科以理工类为主的、具有行业或产业特点的专业性高校智库建设步伐较为迟缓。本文旨在推动中国特色新型高校智库建设在制度和实践上的创新完善。[方法/过程]本文通过综述梳理、数据统计、典型案例等多种方法,围绕当前应用型高校专业智库建设的现状和问题展开论述。[结果/结论]本文从加强顶层设计、坚持问题导向、推进体制创新、统筹整合力量等4个方面来探索应用型高校专业智库建设机制与对策路径。

[Purpose/significance]During the “14th Five-Year Plan” period,university think tanks have entered a new stage characterized by “high-quality development”.Application-oriented universities shall take characteristic specialized think tanks as an important starting point to make applied technology research and basic research more conducive to economic and social development.However,the current development of university think tanks focuses on comprehensive universities,and the distribution of disciplines is concentrated in fields such as social sciences.The pace of the construction of specialized university think tanks with business or industry characteristics whose dominant disciplines are mainly science and engineering is relatively slow.This research is helpful to promote the innovation and improvement of the construction of new types of university think tanks with Chinese characteristics in system and practice.[Method/process]Through a variety of methods such as review and combing,data statistics,case analysis,etc.,this paper discusses the current situation and problems of the construction of application-oriented universities specialized think tanks.[Result/conclusion]This paper explores the construction mechanism and development path of application-oriented universities specialized think tanks from four aspects:strengthening top-level design,adhering to problem orientation,advancing system innovation,and coordinating and integrating forces.
